CHALLENGE

How might we help the German Aerospace Center (DLR), combine an online and offline citizen participation process to collect opinions, ideas, and challenges about the future of mobility in Hamburg?

UNDERSTANDING CLIENT NEEDS

By working in a visual and analytical way with the client to align expectations.

USER-CENTERED AND PARTICIPATIVE APPROACH

Every step of the process was thought from the user’s and backend's sides to avoid dead ends.

I worked in a collaborative, transparent, and iterative way with the client and the developer. Both groups were permanently involved, which made our way of working more efficient, and creative.

OUTCOME

4 modules, 3 different levels of effort for citizens to participate:

  1. Closed Polls (low effort)

  2. Mobility associations (medium effort)

  3. Future headlines (medium effort)

  4. Idea competition (high effort)

CONSTANT EVALUATION OF PERFORMANCE

Evaluating each module weekly, allowed us to identify opportunities for improvement. Some modules were more successful than others. This is how I improved the problematic modules:

  1. Communicating the gap of participation to the client.

  2. Thinking strategically and coming up with ideas on how to improve those modules by testing directly online.

Thanks to the iterative process and the open relationship with the client, we could reach the client’s KPIs.

At the end, we had 1624 participations. In detail:

  • 845 votes in the polls

  • 697 mobility associations

  • 58 future headlines

  • 24 ideas received to 4 challenges
